In September 2007, National Testing Center of Ministry of Education and Science of the Republic of Kazakhstan became a member-participant of the International Association for Educational Assessment (IAEA).
Republican state budget-supported enterprise “National Testing Center” of Ministry of Education and Science of the Republic of Kazakhstan (hereinafter referred to as “NTC”) was established on 25 November 1992 by the Decree of the Prime Minister. The main objective of NTC is organizational and technical support for improving quality of education in the permanent education system of the Republic of Kazakhstan, introduction of the new model of student-age population formation in the Republic of Kazakhstan.
The quality of knowledge of pupils, students, applicants for masters degree and PhD, monitoring the education system and formation of student-age population of higher educational institutions of Kazakhstan through the common national testing and complex testing of applicants are under the control of NTC. The Center carries out the intermediate state education control in secondary and higher education institutions, scientific research regarding to national assessment system of education quality.
Since 2006 works on introduction of KAZTEST, the assessment system of Kazakh language proficiency has been carried out at National Test Center. KAZTEST is the system for state language knowledge assessment of Kazakhstani and foreign citizens engaged in various activities on the territory of the Republic of Kazakhstan.
Performance of NTC functions is focused on implementation of one of the important objectives of national education - ensuring access to quality education for all population classes.
